Stephen A. Smith Director of Land Use Planning Stephen Smith received his Bachelor's of Science in Planning and Development from the University of Southern California. He went on to obtain his Juris Doctor with distinction from the University of the Pacific, McGeorge School of Law. Stephen began his work in the telecommunications industry while attending law school in the evening. He has worked in site acquisition and planning, often providing both services for each wireless site. He has experience as a supervisor for site acquisition and zoning managers. His responsibilities for CWC include management of the land use planning group.
